Glebe Villa care home rated 'inadequate' by independent regulator

Concerns raised included the way staff treated patients. The Care Quality Commission (CQC) will keep the home under review, and it will either be re-inspected within 6 months to check for improvements or the provider's registration may be cancelled.

The overall rating for Glebe Villa has changed from inadequate to requires improvement. At the most recent inspection, the Care Quality Commission found improvements had been made to enable people to have maximum choice and control of their lives. Staff had received some training since the last inspection including the use of restraint and safeguarding. The use of restraints had significantly reduced since the last inspection with staff using a more person-centred approach. Improvements had also been made to record keeping.

However, there were still some areas where the home was in breach of regulations:

  • The provider failed to establish and operate governance systems to identify shortfalls in the quality of care provision and safely in respect of our findings at this inspection.
  • The provider’s recruit processes were not operated effectively.
  • The provider had not ensured staff had completed appropriate training to ensure they could meet people’s needs effectively.

Glebe Villa is a residential care home providing accommodation and personal care for up to seven people with a learning disability. At the time of this inspection, there were six people in residence.

The Care Quality Commission (CQC) is the independent regulator of health and social care in England. There are four ratings that the CQC gives to health and social care services:

  • outstanding (the service is performing exceptionally well).
  • good (the service is performing well and meeting our [CQC's] expectations).
  • requires improvement (the service is not performing as well as it should and we have told the service how it must improve).
  • inadequate (the service is performing badly and we've taken action against the person or organisation that runs it).

The CQC asks five questions of all care services. Glebe Villa received the following ratings:

  • Safe (you are protected from abuse and avoidable harm): inadequate
  • Effective (your care, treatment and support achieves good outcomes, helps you to maintain quality of life and is based on the best available evidence): requires improvement
  • Caring (staff involve and treat you with compassion, kindness, dignity and respect): inadequate
  • Responsive (services are organised so that they meet your needs): not assessed at this inspection
  • Well-led (the leadership, management and governance of the organisation make sure it's providing high-quality care that's based around your individual needs, that it encourages learning and innovation, and that it promotes an open and fair culture): inadequate
